At 7.40pm on Monday 27 October 2025 a new chapter in renting in England and Wales began. There is, as yet, no implementation date for the measures contained within the legislation but it is anticipated that there could be a delay on up to 6 months despite the calls from tenant groups to bring in the measures immediately.
Major concerns persist that the government has failed to ensure that the Court system is reformed and that could leave many landlords in a perilous position. Landlords will have to sit tight, strap in and hope for the best – or sell up and move out of the sector.
It will be interesting to see if the forecasts of many landlords leaving the sector prove to be correct. If that does happen, then tenants will be far worse off with renters chasing fewer properties to let with rents that will be much higher than before. As we know, there isn’t one person in the Cabinet with business experience so perhaps they don’t understand the concept of market forces. Time will tell.
